[Enhancement]: Add Go V2 examples for Cloudwatch

Background story

The developer guide for AWS SDK for Go V2 documentation, on the Amazon CloudWatch Examples page links to pages that don't exist.

There are no examples in https://github.com/awsdocs/aws-doc-sdk-examples/tree/main/gov2, where it eventually redirects, for CloudWatch.

There are significant differences between the go and GoV2 versions of the SDK.

What does this example accomplish?

Provide the same level of examples and support for Go V2 as there already is for Go.
