remove graphql-tools override

Problem

Canary checks are failing: https://github.com/aws-amplify/amplify-backend/actions/runs/19243012036/job/55010043607

Failures are specific to builds that ignore package-lock.json, seemingly because the override removed in this PR is holding @graphql-tools/merge behind. This shouldn't be necessary anymore.

A release shouldn't be required, since the form-generator package bundles it with other related anyway. Only seems to impact health checks for now.
