Add support for blockTestCommand

This PR introduced support for the t8n e2e testing tool and some of the transaction state transition tests from upstream.

This issue is to add the blockTestCommand and relevant test data from upstream (testing the state transition of a whole block), and applying modifications as necessary so the tests pass on subnet-evm
