The TestTransactionIndices unit test sometimes flakes in CI: https://github.com/ava-labs/subnet-evm/actions/runs/4208209511/jobs/7303969965
To Reproduce
Steps to reproduce the behavior.
Running on v1.19.6 of golang consistently reproduces this behavior, whereas go1.18.X it appears to be more inconsistent.
Expected behavior
This test should pass reliably.
