Allow for external BLS key management

With the advent of L1s, and Warp Messaging, BLS keys have become extremely powerful, and the default of generating them on the node in a dotfile is suboptimal.

Recent PRs extracted BLS signing into a nice package. The next step is to allow for configuring avalanchego to be able to use external signers.

This will be critical to enable L1 stakers to safely use 3rd-party node providers to operate the node for them.

This issue has become stale because it has been open 60 days with no activity. Adding the lifecycle/frozen label will cause this issue to ignore lifecycle events.
