Add support for a CUDA 12.4.1 image with PyTorch 2.4.0

What is says on the tin. Only things that aren't copy-paste:

• NV base image name has changed slightly (cudnn version no longer present)
• URL for pytorch wheels has to tweak slightly
• No longer installing apex in the environments base image, since we will re-install it (from our pypi server) in the augment image
