[BUG] Lint Test on Docker

Describe the bug.

I noticed that I my pr were having linting test problem, so i took a dive at readme file, I noticed that for local dev we had commands to lint, but for docker/containerised dev there were no commands, so obviously, whenever I pushed a change on my PR, the problem of linting occurred, hence I added the linting in docker also, to ensure there is no diff b/w local and containerised development

Made a PR for same: #3755

Expected behavior

The error we see on CI should not be rendered, or may run for both type of contribution and development

1. Run the file via Docker
