BUG: pytables avaibility check is faulty

Due to changes in the CI system (macos-13 is going away), we started to see weird test failures due to pytables not being installed. However, it's supposed to be an optional dependency thus the tests should cater for its missing status.
So, there is a bug somewhere.

I don't think we can use importorskip inside function like this?

Oh, but pandas 2.3.1 is installed. But pandas is looking for tables.
