I have the same question - in fact I'd rather it was monthly, because for some repos, it's the main activity for a few months, and GitHub sometimes disables CI workflows after 60 days.

Why is that the timescale of change is that of new features and deprecations in the CI, which are approximately annual. Quarterly is the closest allowed cadence.

Re keeping CI running. That is true and might merit having this stay as is.
It's surprising GH doesn't have a good solution to this!

Ok. Changing my watch status since I used to get ~30 of these per month across many repos.
Dependabot added the quarterly option in 2024 to allow repos to reduce 12 PRs to 4, since only maybe one or two are genuinely useful. I've adjusted all my repos and enjoyed ⅓ the noise :).
