Request: Link to the rule documentation in hover tooltip

I'd like the rule violation tooltips to link directly to the documentation (currently on https://github.com/astral-sh/ty/blob/main/docs/reference/rules.md)

See how Pylance and Microsoft's mypy extensions do it:

For example, unresolved-attribute should link to https://github.com/astral-sh/ty/blob/main/docs/reference/rules.md#unresolved-attribute
