Bring back PartialViewResult (and related factory on Controller) #824
Description
PartialViewResult (and the related factory on Controller) are useful because they avoid running _viewstart.cshtml, and as such do not inherit common layout pages. Came up during an exercise to port an MVC 5 app to MVC 6.
