Move setting up options to MvcOptionsSetup

Options that need to reference types that aren't reachable via Mvc.Core are set up in MvcOptions. It might make sense to simply use this type to set up all defaults. It makes it a single location containing defaults and additionally makes it easier to yank out all default options by simply replacing the service.
