It would be useful to have a IsPartial property exposed to IRazorPage #1002
Description
Based on conversation here - https://github.com/aspnet/Mvc/pull/997/files#r16211336
Essentially some operations such as DefineSection (@section), setting the Layout are no-op operations in the context of a partial. It might be useful for the page to know this via a property via one of ViewContext or IView
