ASP.NET Core 2.0.0 (final) high-level planning

This is high-level only and doesn't include all issues, bugs, etc. from every repo, just intended to give a general idea of milestone scope and direction.

This release is intended to be the final (RTW) release for 2.0.0. As such, the focus is almost exclusively on critical bug fixes and required public API changes and/or behavior changes that we can only make in a major release.

The following items that were cut from 2.0.0-preview2 are being completed for 2.0.0:

• Add Identity options to Razor Pages project template (Add authentication to Razor Pages project template dotnet/templating#669)

The following items (and items related to them) were cut completely from the 2.0.0 release due to them being deemed not ready. We will revisit them in 2.1:

• Convention-based configuration in our sub-systems (Add Microsoft.AspNet.Configuration targeting default configuration schema MetaPackages#117)
• Identity as a Service (STS)
