adds-spec is the portion of the RFC5322 spec that describes the valid syntax for the different parts of an email address. It basically consists of local-part @ domain, where local-part and domain have their various sub-definitions.
This is an important first step as it will be used throughout the rest of the spec.
Note: reverted #1 because I forgot to squash merge.
