sqlpkg package spec not at root, so not installable

Hey, first of all, thanks so much for all of your work in this space, both SQLite extensions generally and SQLite + Vector search specifically. I see that you generate a sqlpkg.json as a part of your release assets, but the package manager expects them to be at the root of the repo.
