Hyp3 integration for OPERA _RTC

Add OPERA_RTC_S1 as a hyp3 job type. Some notable features are:

• Processing is restricted by a date range (2016, 2022) since opera forward processing started in 2022
  • Could change 2016 to be an IPF version < 002.70 check instead but currently hyp3 is using 2016 date to be simpler
• All polarizations (VV, HH, HV, VH) have hyp3 button but only co-pol (VV, HH) are used for processing
  • This is because opera rtc standard products always process both co and cross (HV, VH) pol
• Updated method for checking duplicate jobs in on demand queue. Should be more efficient, but now is sensitive to order of 'granules' array. Shouldn't be an issue since we sort that array by date anyways.
  • This was to remove duplicates in the set of jobs being added. (happens when adding all jobs with co and cross pol and cross pol get's changed to co pol)

TODO

• Fix deduplication when cross-pol and co-pol are both added
• Add info url to job type (waiting for hyp3-docs release)
• Wait for full hyp3 release
