Romanian TIN - new county codes 70, 80-83 not supported

There are new country codes that aren't supported in the CNP implementation: 70 or 80 to 83.

New updates:
`County or district code (can only take the values 01 to 47, 51 and 52, 70 or 80 to 83).`
