feat: test --with-source publishing for one avm product (Azure#1008)

## Description

Test --with-source publishing for one avm product. 
Updating main.json with latest Bicep release to trigger patch version
bump and publishing with source

Depends on Azure#908 
Must be merged before Azure#974
