Adds NPUpscale to the plugins category, following the same deckyplugin pattern as the existing entries.
NPUpscale runs FSR4 upscaling on the Snapdragon NPU of 8 Gen 2 class handhelds and hooks into games through the XeSS slot. The panel handles install, repair, live knobs, and an on-NPU benchmark; the Vulkan seam layer and seat DLL ship inside the package, while the licensed model and runtime packs are downloaded from preconfigured URLs at install time and checksum-verified against the bundled manifest — nothing licensed is distributed in the package itself.
