Replace syslog in pyeapi with something that doesn't create dependencies on other modules

We have a requirement to run pyeapi in jython. I think addressing this issue may also address issue #87.

Lets first see if the logging module in the standard library will work. Its more cross-platform, a fairly simple port, and works on a large number of platforms.
