Per F13 SEAL ruling 2026-08-10 (federation summary §Sovereign Reading §3): the file a2a-server/agent-card-registry.js.bak.20260805-060800 was an old manual snapshot predating the F1 AMANAH discipline (.bak belongs in forge_work/, not in git). The agent-card-registry.js itself is unchanged and continues to operate. Reversible via git revert if needed. Hygiene-only change. No functional impact.
Q4 closure per F13 SEAL ruling 2026-08-10. Previously, route_health table could stay 'LIVE' for days after providers.confidence_score=0.0 was written — the half-fixed invariant observed during the AAA flap audit. After patch, every fed_report_latency() invocation re-reads the providers table; if balance_confidence is 0.0, the route is marked DEAD regardless of HTTP status of the model call. Verified live 2026-08-10T13:20Z: mcp__fed__fed_report_latency(provider=deepseek, model=deepseek-v4-pro) now returns health=DEAD instead of LIVE despite status_code=200. Scar constraints c3c30ea0 + 8dc66fd4 now operative in the routing path. This bundle contains a real federation regeneration: skills/SKILL_ALIAS_TABLE.json (13,446 lines regenerated), MODEL_MAP.json.pre-cap-matrix-20260811T124200Z (9,181 lines of pre-snapshot), fed_router.py.pre-recovery-20260811T121500Z (1,556 lines of pre-snapshot), plus the i-ARIF identity card, ZK-PC spec, federation yaml updates, and the musyawawah draft. The pre-existing inherited-ahead commits on /root/AAA/main are preserved. They are not lost — they are still in the local branch Re-opening should be done as separate, smaller PRs:
