Remove support for legacy `argocd-cm` repo config

Repositories can be configured in argocd-cm instead of the new secrets based system: https://argo-cd.readthedocs.io/en/stable/operator-manual/declarative-setup/#legacy-behaviour

In 3.0 we should drop support for this style of repo configuration.
