Every time I try and install the Pico using the Arduino IDE board manager the install locks up.
I've tracked it down to a driver package the Pico is trying to install using dpinst-amd64.exe
Only fix for the broken IDE is a complete re-install

sorry to hear that. You mean that you need to uninstall and reinstall the whole IDE to get back functionality? Normally a board package installation will just hang but killing and restarting the IDE makes it work again.
About dpinst-amd64.exe, unless you have very restricted access to the PC in use or a very aggessive antivirus, the installation should proceed just fine, since all the drivers are correctly signed.
I have little clue on how to debug this except asking you some specification on your IDE and Windows versions (and if you have administrator rights)
