use /etc/vconsole.conf to set XKB settings #4778

Since systemd v253 systemd-localed reads:

XKBLAYOUT=
XKBMODEL=
XKBVARIANT=
XKBOPTIONS=

Which would allow for keymap setup to work OOTB for certain X11 WMs. And is cleaner than forking a localectl

Wayland WMs usually respect XKB_DEFAULT_* env vars similarly, usually through /etc/environment

    I have plans to use /usr/share/systemd/kbd-model-map for this. I have a lot of plans but can only get so much merged.

    As far as I understand, Wayland based WMs also need

    XKB_DEFAULT_* env vars for keymap to work OOTB
