Is your feature request related to a problem?

Currently the network needs to have all the node on the same version to work properly.
But there is case when a node shutdown (the computer itself) and misses some version upgrade. And then the node restarts and finish its bootstrap on an old version.

Describe the solution you'd like

When a node starts we should check if it is at the same version as the other running nodes
