Problem
PR #893 (SMARTS design-quality integration) adds two suites and wires them into CI:
python .github/scripts/test_smarts_engine_contract.py: the artifact-engine job, Linux cells only. It fails closed on a host without WSL, by design.python .github/scripts/test_smarts_integration_surface.py: the hooks job, contracts partition.
.codearbiter/tech-stack.md mirrors ci.yml for the commit gate and reviewers, but it doesn't list either suite. The plan task that would have added them (T-26) dropped that step. The file is protected state (H-22), and the qualified context writer can't insert lines into an existing document (see #923).
Wanted
List both suites in the ## Test block next to the structured-artifact suites, through a sanctioned path, once one exists.
Notes
ci.yml stays authoritative, and both suites already run there. Until then the gap is limited to commit-gate test discovery.
