[context-loading] Trim the always-on ORCHESTRATOR.md kernel #75

Description

@SUaDtL

Source: context-loading review (refined under challenge — keep-list corrected below).

Problem: ORCHESTRATOR.md (166 lines, ~2,500 tokens) is injected on every SessionStart in an enabled repo. ~60 of those lines route on a fraction of turns: /dev (lines 23-48), /sprint --farm (52-70), the §0.1 terminology lock (86-94).

Do: move only /dev, --farm, and the terminology lock to an on-demand orchestrator-detail file, loaded when those commands route (mirrors how routing-table/reference-map already lazy-load via ORCHESTRATOR.md:142-144).

Keep in the kernel: §0 non-negotiables, §1 activation, §2 conflict hierarchy, §3 hard rules, §6 redirect, and §7 Override — the first-pass advice to demote §7 was wrong: /override is invokable any turn with no command body to trigger a load, so demoting it risks bypassing the logged-bypass path.

Rejected: a token-budget CI test for the file — there's no markdown test harness today, and a prose-length gate invites gaming (terser-but-worse). The split shrinks the file anyway.

Effort: M.
