[Decision] How does a Codex-only user initialize the shared .codearbiter/ store? #287

Description

@SUaDtL

Surfaced while fixing #259 (architecture-005). ca-codex is a hooks-only enforcement payload — it ships NO commands/skills, and activates only when the shared .codearbiter/CONTEXT.md carries arbiter: enabled. That store is scaffolded by the Claude sibling's /ca:init / /ca:decompose / /ca:create-context.

A user running Codex without Claude Code therefore has no shipped path to create/opt-in the store. Options:

  1. Accept it: ca-codex is 'enforcement for a repo already onboarded via the Claude side' (document as a requirement).
  2. Ship a minimal Codex-side init (a command/skill, or a SessionStart bootstrap prompt) so Codex-only users can opt in.
  3. A host-neutral init entry vendored + registered on Codex.

ADR-grade UX/scope decision; not a codex-branch blocker.

    Resolved by DECISION-0013 (maintainer directive 2026-07-09: Codex users get every capability, just like a Claude user) and implemented in PR #295 (M3): the full command/skill surface now ships on Codex, generated from core/surface/ templates — including a standalone ca-init skill, so a Codex-only user bootstraps the shared .codearbiter/ store with no Claude-side install. The manifest and doctor first-run pointers are host-native ($ca-init), and the init scaffold's stub text renders host-native pointers at runtime via the new Host.cmd_ref seam. Option 2 from this issue, subsumed under ADR-0011's full-parity decision. Close on merge of #295 into the campaign branch.
