Add additional French letters (#16)

Summary

Implements #16

Notes / Limitations

• The generator script has not been executed to update the word list and phonetic data
• This includes all 8 letters mentioned in better support of accents #16, it may be advisable to include fewer letters because some are not frequent enough
• The source is the Uni Leipzig Corpus, it may be advisable to also use words that are more consistent with the existing list.

Please feel free to reject this PL for the reasons listed above (no hard feeling!)
