Add and fix dead keys on layers 3 and 4 in Neo family layouts

Current State

• The Bone layout in keybr has a MODIFIER LETTER RHOTIC HOOK (˞ U+02DE) on the backquote key, and a GREEK PSILI (᾿ U+1FBF) on the right bracket key.
• The Neo2, Mine and Noted layouts have no layer 3 and 4 modifiers on the corresponding keys (backquote and right bracket / backslash).

Proposed State

Use the dead keys as listed on the Neo layout family website

• CLOCKWISE OPEN CIRCLE ARROW (↻ U+21BB) on backquote (next to number 1) layer 3 (for turning characters upside down, currently not further implemented / for future growth and completeness)
• DOT ABOVE (˙ U+02D9) on backquote (next to number 1) layer 4
• SOLIDUS (/ U+002F) on pinky (backslash or right bracket) layer 3
• DOUBLE ACUTE ACCENT (˝ U+02DD) on pinky (backslash or right bracket) layer 4

Related Issues

• Feature Request: Add dead key for letters with stroke (esp. Ł and ł) #534
  relation: this PR adds the slash dead key to further layouts

Limitations

The generated layout files (packages/keybr-keyboard/lib/layout/...) are not updated in this PR.
