There are OS packages (installed from apk, apt, rpm, etc...) that are not made by the OS vendor.
In this case OS vendor advisories don't have information for these packages.
But we mark these packages as system and don't scan files of package as language files.

We need to add flag so that some packages can be marked as non-system packages and scanned as language package.
See #4209 for details
