Private registry not scanned

What steps did you take and what happened:

1. I have a specific namespace, for example neuvector, it has imagepullSecret: regsecret, which contains credentials from the private registry.
2. Starboard cannot scan it and gives an error about an empty namespace

Please tell me what I'm doing wrong?

This was regression in v0.13.0, resolved by #835 and released in v0.13.1.
