CHANGELOG.md "Changes since last release" inconsistent with changes under 3.8.0#5996

CHANGELOG.md has a "Changes since last release" section at the top that includes some things the same as 3.8.0 release and some things different. I think the section should be deleted and the relevant things that were missed for 3.8.0 should be moved down to 3.8.0.
