[Bug]: Run history is not sorted based on starttime

This kind of raised/discovered another 2 issues,

1. The failed workflows are not chronologically sorted with the successful ones. I get that in-progress ones need to be at the top but, failed and successful ones should just be one sorted cohort.
2. The failed runs tab also show successful runs. See the end of video below.
