[appserver-io/appserver] Make application based configuration configurable

With 1.1.0-beta5 it is possible to create new containers, servers or virtual hosts by providing a META-INF/containers.xml with an application. It has to be configurable to allow or forbid this, as also make configurable what can be added, merged or overwritten.
