Remove CONTRIBUTORS line from license header

The license header soundness check makes sure that the following line is present:

> // See CONTRIBUTORS.txt for the list of Swift HTTP API Proposal project authors

But we don't even have a CONTRIBUTORS file in this repo and I believe we're moving away from them, at least in other OSS projects.
If that's indeed the case we should get update the headers and the CI step.
