npm audit action

GitHub Action to run npm audit

Feature

Create a Pull Request comment

If vulnerabilities are found by npm audit, Action triggered by PR creates a comment.

Create an Issue

If vulnerabilities are found by npm audit, Action triggered by push, schedule creates the following GitHub Issue.
