Unhide pan/zoomselect for mobile/touch devices

With release 4.1.0 a functionality was introduced to enable the toolbar items for pan and zoomselect. However, due to the toolbar.js code they remained invisible. This fixes that.

@junedchhipa I did not add tests as this is pretty simple as a change and the effort is not in relation. I did test it out on my ipad and iphone both in app (Homeassistant) and browser (chrome)
