Incorrect height for Radial Bar

Radial Bar height is sometimes calculated incorrectly, potentially cutting off values/labels. The height seems to be especially off when using startAngle: -90.

I encountered the issue after bumping apexchart version to 3.8.6, the problem goes away after downgrading to 3.8.5.

I did a bit more digging into the issue. Seems that in Radial Bar, the placement of value text is not taken into account when calculating the height of the bar.
So, e.g. if I'm rendering a semi-circle radial bar and would want the value to be rendered lower, below the bar, I'd use offsetY property, however, the value would end up being cut off.
