@junrushao1994 ah yeah CI only checks for the skip once at the beginning of its run, and changing the PR title doesn't re-trigger CI (so if the PR title was changed to have [skip ci] as it was here it doesn't change anything until CI runs again). If you push an empty commit it should be skipped now since the check will pass.

This fixes the undefined reference build error again.

This was originally fixed in apache#10147 but was accidentally reverted in apache#10193
