This PR closes #6197. It adds the logic to send the router requests to only those routers that are in the delivery service's CDN.


Which Traffic Control components are affected by this PR?

  • Traffic Ops

What is the best way to verify this PR?

Make sure all the tests pass.
Run TO locally and make sure that a call to /deliveryservices/:id/routing returns the data for traffic routers in only the requested delivery service's CDN.

If this is a bugfix, which Traffic Control versions contained the bug?

#6267's TP GHA failed due to #6283 needs to be rebased onto master now that #6284 is merged in order to pass
