This PR adds an AGENTS.md file to provide guidance for AI coding agents working on the Apache STeVe project. The file documents the development workflow for the v3 directory, including post-generation checklists for formatting, linting, and type-checking using uv and ruff/mypy.
Changes:
- Adds AGENTS.md file at the root level with instructions for AI coding agents
- Documents the required toolchain (uv, ruff, mypy) and standard workflows
- Establishes development standards including English-only requirements and CI alignment
💡 Add Copilot custom instructions for smarter, more guided reviews. Learn how to get started.

This adds a basic AGENTS.md file.
Then we may keep the agent working on the root directory. And I suppose once v3 is verified well, we can lift it to the root directory and clean up historical impls (they will be remained in the VCS, for sure).
