What changes were proposed in this pull request?

Upgrade linter image to python 3.11

Why are the changes needed?

Python 3.9 is reaching its EOL this year, we need to upgrade all master's workflow to newer versions.

Does this PR introduce any user-facing change?

no, test-only

To make sure not affecting 4.0 release, we should merge this PR after 4.0 release.
