The OSGi imports will be fixed with https://issues.apache.org/jira/browse/PDFBOX-5687 . But tests still fail after the bundles resolve

It seems we need to deploy commons-logging 1.3, which no longer needs a wrapper. But for 1.2 we still need the bridge.
