What changes were proposed in this pull request?
Allow DEBUG logs to be enabled via env variables or .env file when using docker for admin, usersync and tagsync.
This will help developers run the services in DEBUG mode.
How was this patch tested?
Tested the changes in docker containers for admin, usersync & tagsync respectively for both true and false.
