This PR addresses JIRA QPID-8726, adding new UncaughtExceptionHandler implementations for the broker Main class:

org.apache.qpid.server.utils.FailFastExceptionHandler
org.apache.qpid.server.utils.GracefulShutdownExceptionHandler
org.apache.qpid.server.utils.LogAndContinueExceptionHandler

Default implementation is FailFastExceptionHandler (broker behavior didn't change).
