Improve PolarisConfigurationStore to use RealmContext instead of PolarisCallContext

getting configuration requires RealmContext, instead of PolarisCallContext, should to update all functions to start using RealmContext instead of PolarisCallContext.

Thanks @gh-yzou for the fix. And thanks @dimas-b for filing this. Can we close this? #1758 should have resolved it by introducing new APIs and deprecating old ones.

@flyrain This issue is actually used track to completely deprecate the usage of PolarisCallContext in PolarisConfigurationStore, I am working on the follow up PRs now
