Publish official apache/polaris images to docker hub

Rigt now, docker hub has a home for apache/polaris but no official image is being pushed https://hub.docker.com/r/apache/polaris

To push official apache/polaris images to https://hub.docker.com/r/apache/polaris along with the release

I'd add here that admin-tool images are also needed. Currently we have a repo-based workflow that publishes images to our private CR:

Noting: (Docker) image publishing should be part of the release process (#485) and comply with the ASF release workflow.

FYI, just a side note this becomes a bigger constraint for engineer's that use apple M1/M2 arch as it requires more steps to build and publish a temporary admin version with amd64 support.

I came here to ask for an official Docker image to be created. I'm building an Iceberg course and would like to use Polaris as the REST catalog.

0.10 release is currently in vote.
