add ability to list all public & private actions & packages with a single command

as a user, i should be able to list all private and public actions & packages with a single command -- without having to know any names of publiic packages.

for example, i can imagine a syntax like
wsk package list --all
wsk action list --all

Listing all public packages is deliberately disabled in the controller - this requires rethinking how pubic packages are curated or if it's a free for all.

removing cli label as this is something that would need to be handle in crud controller first.
One idea is configure via ansible white list namespaces to be search/included in the view query like whisk.system in other deployments whisk.system, watson, watson-iot or it can be a white list client side.
